Director of Protective Intelligence

The Honorable Nick E. Proffitt was nominated by the President, confirmed by the Senate, and was appointed to serve as the United States Marshal for the Eastern District of Virginia. As Marshal, he was responsible for law enforcement and security operations in the Eastern District of Virginia, which encompasses the portion of the Commonwealth of Virginia from Northern and Central Virginia to the Eastern Shore. The District has critical facilities and protected persons located in Alexandria, Richmond, Newport News and Norfolk and serves the most populated areas of the State. The District is home to many government agencies to include the Pentagon, the intelligence community, and the world’s largest naval base in Norfolk. Marshal Proffitt’s responsibilities included leading and directing operations at the senior executive level, including the security and protection of the United States Courts, mitigating threats to the federal judiciary and the judicial process, complex criminal investigations, fugitive apprehension, missing child and sex offender investigations, execution of federal court orders and other law enforcement activities. Marshal Proffitt has held a national security Top-Secret security clearance (with SCI access) since 1988.

Marshal Proffitt began his law enforcement career in 1993 as a Deputy U.S. Marshal in Norfolk, Virginia. He served with the United States Marshals Service for over 28 years in a wide variety of roles. For over 15 years, his full-time law enforcement focus was threat management, personal protection and risk mitigation, intelligence operations, workplace violence intervention, and the prevention of mass casualty actions directed to protected persons and facilities. Marshal Proffitt founded the Eastern District of Virginia’s protective intelligence program and served as the management team member in that role for over 12 years. He has assisted in the development of threat management, protective intelligence, and insider threat programs for government agencies and private sector corporate partners. Marshal Proffitt co-developed, and for 25 years, has been a lead presenter of a training program that teaches appropriate law enforcement interaction with developmentally disabled individuals titled “Autism and Law Enforcement”.

Marshal Proffitt received a Bachelor of Science degree in Aeronautical Science from Embry-Riddle Aeronautical University. He served his country while on active-duty military from 1986 to 1993. He was a U.S. Air Force instructor pilot in large transport category aircraft and served in highly sensitive and combat operations in the Middle East and in Central and South America. In addition to his military flying experience, he holds a civilian Airline Transport Pilot license and has flown thousands of hours for civilian corporations and private owners in various types of corporate jet and turboprop aircraft. He is a certified aviation accident investigator/safety officer.

Marshal Proffitt retired with more than 35 years of government service to join Overwatch Security and Assessments LLC as their Director of Protective Intelligence and Senior Security Advisor.
