Mr. Hamilton was appointed as the Norfolk, Virginia Assistant Federal Security Director-Law Enforcement where he served as the Transportation Security Administration’s (TSA) primary liaison to the law enforcement community and was charged with developing and maintaining liaison with federal, state, and local law enforcement agencies and transportation stakeholders throughout southeastern Virginia and the Hampton Roads area. Mr. Hamilton was responsible for enhancing the security of the airports by acquiring support for security initiatives, maintaining an effective security plan, intelligence sharing, resolution of suspicious activity reported, conducting and supporting multi agency complex criminal and terrorism investigations with a transportation nexus and the deployment of Visible Intermodal Prevention Response (VIPR) teams throughout the transportations sector consisting of commercial and general aviation airports, maritime port facilities, passenger freight and light rail, bus stations, ferry operations, highway, bridges and tunnels. Mr. Hamilton was also responsible for the coordination and support of operational requirements for dignitary and VIP travel, law enforcement officials flying armed, physical security programs and systems of multiple facilities as the designated Facilities Security Manager, Workplace Violence Coordinator, Classified Materials Custodian, incident management, COOP Coordinator. He was also responsible for conducting security and vulnerability assessments related to Counter-UAS (drones), MANPADs, and other threats to aviation operations.
Mr. Hamilton was an active member and regularly attended meetings of the Hampton Roads Federal Law Enforcement Executives, Hampton Roads Chiefs of Police Association, FBI ATAC JTTF Executive Committee, Virginia Area Maritime Law Enforcement Committee, Airport Committee for Emergency Preparedness, and the DHS HSI Hampton Roads Border Enforcement Security Task Force.
Mr. Hamilton joined the Federal Air Marshal Service (FAMS) in June 1998 under the Department of Transportation/Federal Aviation Administration. During his 23 year career with the FAMS, he has been assigned to numerous positions. Prior to September 11, 2001, he held assignments as a Special Agent, Federal Air Marshal and Assistant Operations Officer tasked with deployment onboard commercial aircraft ensuring the security of the aircraft, crew, and passengers from the threat of hijacking and violent crimes aboard aircraft and reviewing relevant intelligence information and coordinating the deployment of FAMS worldwide. Mr. Hamilton served as a Special Deputy U.S. Marshal in the Eastern District of Pennsylvania in order to facilitate his operational and training assignments. Post September 11, 2001, he was tasked with helping to build the newly created TSA FAMS by assisting with hiring, development of a 24 hour Operations Center and a scheduling, reservations and ticketing system, coordination with senior leaders from numerous airlines, agencies and countries and establishment of procedures and agreements allowing international travel and deployment of newly hired FAMS. Mr. Hamilton developed and managed the International Operations Section as the ASAC, served as the ATSAC of JTTF and Airports Liaison for the Philadelphia Field Office, Acting Deputy Division Chief of the Logistics Operations Division, JIOC Supervisor in New Orleans (MSY) during Hurricane Katrina recovery efforts, FAMS Supervisor assigned to Shannon, Ireland during the EU-US Summit, and TSA OLE/FAMS Representative assigned to the US Embassy Beijing, PRC during the 2008 Summer Olympic Games.
Prior to joining the Federal Air Marshal Service, Mr. Hamilton served for 4 years with the Federal Aviation Administration as a Security Supervisor and served his country while on active duty with the United States Marine Corps from 1990 to 1994. During his enlistment, Mr. Hamilton served as a Tactical Field Radio Operator and was a veteran of Operations Desert Shield, Desert Storm and Cease Fire in Southwest Asia and was deployed in support of additional operations in the Mediterranean and Adriatic Seas.
Mr. Hamilton has attended numerous advanced law enforcement courses to include the FLETC Criminal Investigator Training Program, FBI Hostage/Crisis Negotiator, USMS/NTOA Dignitary Protection Concepts Course, FAA Special Agent Core Course, and many others. Mr. Hamilton has received multiple awards throughout his career to include but not limited to; the FAA Technical Team Achievement Award, DOT Distinguished Service Award, US Attorney’s Office Public Service Award, and the TSA AFSD of the Year Award.
Mr. Hamilton retired in 2021 with 27 years of combined federal government service.
